		<Abstract> All branches of human knowledge, in any way has evaluated and assessed the factor of development, and somehow any of them have managed to show some corners of facts. Among these, perhaps the only branch of science that cans arbitration the relationship between man and nature with the concept of development is knowledge of geography. That focuses on the sustainable regional development, classification and levelling areas of the country or city based on the amount of different indicators of development deals. What is emphasized in these categories is equal development, needed to meet current and future generations in the process of development, Eradication of poverty and discrimination and reduce differences in living and social standards, reducing non-sustainable production and consumption patterns, appropriate population policies, the raising public awareness and so on. Method of research according to the purpose of this article is Descriptive-Analytical and documental and statistical population of this research is townships of Kermanshah province. Indicators used in this study, are 17 indicators of health-care, cultural - social, tourism, religious, and infrastructure. Collection of statistics and information has been done using library and yearbook and General Population and Housing Census of 1388. Used technique in this study is TOPSIS and used soft wares of this study are SPSS and EXCELL for exact calculations and also software of ARC GIS for Implementation results on a map has been used. Research highlights the large gap between the townships of Kermanshah and unbalanced development of the province according to used indicators.</Abstract>
