Social capital and social identity are among the most important factors in sustaining social life. Social capital will save more on costs and time spent by facilitating the process of collaborating to achieve common goals. Social identity can be a person's relatively stable perception of their social cysts through their resemblance to others, formed through social processes and interaction with other individuals and social groups, giving rise to a feeling of being in a group, class and Society is defined in the individual. Protecting the rivers as a national asset and one of the important water resources of the country in the fields of agriculture, economy, industry, transportation, health, drinking and recreation is a necessity. But unfortunately, there has not been much economic and social research and research in the field. Since any interference in the river, both quantitatively and qualitatively, will produce different reactions and require time-consuming and costly confrontations if changes are not made to the regulation of water and river bed, and Therefore, it is necessary to provide all scientific river basing and privacy plans based on a scientifically sound basis. The population of the study is the exploiters of the border of the river Seymareh between the Seymareh Dam and the Gavishishan Bridge located in Ilam and Lorestan province and sample size is 202 people. Required data were collected using a questionnaire with interview. The findings of the study indicate that the level of social capital of the respondents is low and the respondents are in a high level of social identity. Due to the low social capital, other funds will not be effective and the development of the community will face serious problems, thus lowering the social capital in the study area will reduce commitments, potential beneficiaries' capacity, executive guarantees. Effectively, adaptability will be exploited.
